Based in Riyadh, on site across Saudi Arabia
Where each division works, and the Eastern Province named area by area with the authority over each one.
ITF is based in Riyadh and works on site across Saudi Arabia. Facility management, Hygienix and on-site training need our people at your site. Software, remote consultancy, security advisory and revenue cycle work can be done from anywhere. The Eastern Province, where the permits get complicated, is named area by area below.

How each division reaches you
Some work needs a person on your site. Some can be done from anywhere. This is which is which.
| Division | How coverage works | Where |
|---|---|---|
| ITF Cyber | NCA ECC and PDPL readiness answer to Saudi rules, so that work is for organisations in the Kingdom, with site visits where they help. Policies, incident plans, supplier reviews, secure development and test commissioning are delivered remotely, in English. | Saudi Arabia, and remote anywhere |
| ITF Training | Courses are delivered on your premises, so the practical parts happen in your own building with your own people. | On site in Saudi Arabia |
| ITF FM | Each site is surveyed before it is quoted and then covered by a mobilised team working to a planned schedule. | On site in Saudi Arabia |
| ITF Hygienix | The zone survey and the install happen at your site, and the range is resupplied to it on a schedule. | On site in Saudi Arabia |
| ITF Digital | Built and supported remotely, with visits for the systems audit and the handover where the work needs them. | Remote anywhere, visits in Saudi Arabia |
| ITF Health | CBAHI readiness and ISO 13485 are Saudi work, done with the facility on site. Revenue cycle work is remote, for practices in the Kingdom or abroad. | Saudi Arabia, revenue cycle anywhere |
| ITF Consult | Gap analysis and internal audits happen on your site in Saudi Arabia. Documentation, reviews and follow-up can run remotely, for organisations anywhere. | Saudi Arabia, and remote anywhere |
Two markets, not one country
Riyadh is where the regulators sit. The Eastern Province is where the plant is.
Riyadh is where the authorities are headquartered, including the SFDA, SASO, the Ministry of Industry and Mineral Resources, the Ministry of Municipalities and Housing and the Contractor Classification Agency. A Riyadh buyer's problem is usually a licence, a government tender, or a consumer goods line under SFDA or SASO pressure.
The Eastern Province is heavy industry and the contracting economy wrapped around it. Different areas, different landlords, different permits, and a buyer who can tell within one sentence whether you have been there. We are not going to publish a provincial factory count: the figure in circulation and the ministry's own number disagree, and an unsourced number is worth nothing on a page like this.
A site elsewhere in the Kingdom gets the same survey, the same scope and the same records. What changes is travel, and that goes into the scope before the number.
The Eastern Province, area by area
Four industrial areas under two separate authorities, plus a fifth city that is not industrial at all. The permit chain, the landlord and the inspection regime are different in each.
| Area | What a buyer there is actually dealing with | Authority |
|---|---|---|
| Dammam 2nd Industrial City | MODON is landlord and licensor, so the lease, the industrial licence and the municipal licence are three chains that each want evidence in their own format, and none of them accepts another's. Sectors MODON names for the city include non-metallic minerals and building materials, chemicals, rubber and plastics, food and beverage, wood and furniture, textiles and leather, printing, medical industries and paper. MODON put the count at about 1,048 factories over 25.5 million square metres in a release dated February 2018. | MODON |
| Jubail Industrial City | Inside the city the Royal Commission is landlord, municipality, environmental regulator and permit authority at the same time. Environmental permits to construct and to operate run under the Royal Commission's own regulations, with the national regime applying on top rather than instead. Every crew needs its passes and permits before anyone starts. The city is 1,016 square kilometres and contributes about 7 percent of Saudi GDP. No plant count is published, so we do not produce one. | RCJY |
| Ras Al Khair | About 60 km north of Jubail: Ma'aden's integrated aluminium and phosphate operations, a desalination plant, and the International Maritime Industries shipyard. The same Royal Commission regime as Jubail, which matters more than the distance. | RCJY |
| King Salman Energy Park | Near Buqayq, roughly 50 square kilometres across four zones: industrial manufacturing, logistics with a dry port and bonded warehousing, energy services and technology, and residential and commercial. MODON issued its operating licence in 2021. It is a MODON private industrial city, not a Royal Commission one, and getting that wrong in a proposal is the clearest possible sign the page was copied. | MODON |
| Al Khobar and Dhahran | There is no Al Khobar industrial city in the MODON or Royal Commission lists, and we are not going to invent one. This is the head office half of the Dammam metropolitan area, beside Aramco's headquarters in Dhahran. The buyer here usually has an office in Khobar and the actual work somewhere else, so the compliance exposure is multi-site and set by customers rather than by a landlord. | No zone authority |
| King Abdulaziz Port, Dammam | The Eastern Province's main commercial port, run by Mawani. It matters to a compliance scope when imported material, cold chain or bonded storage sits inside it, because the evidence then has a customs and a transport layer on top of the factory one. | Mawani |
If your buyer is in the Aramco supply chain
The requirements checklist you were sent is probably not an Aramco document.
The widely circulated list of standards Aramco supposedly mandates does not appear in anything Aramco publishes. What Aramco does publish is specific: registration through its e-Marketplace on the SAP Ariba network, acknowledgement of the Supplier Code of Conduct, ERTQA technical and quality approval for manufacturers of engineering commodities, background investigation guidelines for service contractors, the Construction Safety Manual in two volumes, and workforce qualification through Aramco-authorised third parties under CWQAP.
That does not make ISO 9001 irrelevant. Buyers in the Aramco supply chain routinely require it, and a main contractor flowing a requirement down to you is a real requirement even when the ultimate client never wrote it. It does mean knowing which of the two you are being asked for, because they carry different evidence and different dates.
Localisation is tightening rather than loosening: Aramco has announced that iktva reached its 70 percent local content target, with an intent to reach 75 percent by 2030. Expect prequalification questions on it to get sharper.
What coverage actually means
Coverage on most supplier sites is a list of cities. Here is what it means operationally, which is the part that decides whether a contract works.
- 01
We say where the people come from
Our people are based in Riyadh. If your site is a flight or a long drive away, you hear at the scoping call what that changes, rather than discovering it in month three when attendance starts slipping.
- 02
On-site work is surveyed before it is quoted
Where the work happens on your site, nobody quotes a recurring programme from a photograph and a floor plan. The survey is the step that produces the first written document.
- 03
Multi-site work is scoped per site
A head office in Khobar with plants in Jubail and Dammam is two authorities and three sets of records. Scope and reporting stay per site, because one blended report is very good at hiding the site that is failing.
- 04
Travel is in the scope or it is not in the job
Where a site needs travel or an overnight, it goes into the scope before the number.
Questions about where we work
Do you cover Jeddah and the Western Region?
Yes. On-site work runs across Saudi Arabia. For a site outside Riyadh and the Eastern Province, travel and any overnight stays go into the scope before the quotation, and the survey still happens on site.
Where are you based?
Riyadh. The question that affects your service more is who is working your account and how often they are on your site, and that gets a direct answer at the scoping call.
Can you work with us if we are outside Saudi Arabia?
For some divisions, yes. Software, security advisory, remote consultancy and revenue cycle work are delivered remotely, in English. Facility management, Hygienix and on-site training need our people at your site, and those teams work in Saudi Arabia.
How fast can somebody reach a site inside Jubail?
That is an access question more than a driving question. Work inside a Royal Commission city runs on passes and permits, and the realistic answer for an unplanned visit is the next working day once passes exist. We tell you the pass position before the contract starts rather than after the first callout.
What do we need to let a contractor work inside a Royal Commission city?
Royal Commission permits and site passes, with the specifics depending on what the work touches. We check the current requirement with the Royal Commission rather than against a consultancy checklist, because those go stale and several of the ones circulating still cite standards that were withdrawn in 2021.
Which authority governs SPARK?
MODON. SPARK is a private industrial city that MODON licensed in 2021, near Buqayq. It is not a Royal Commission city. A supplier who tells you otherwise has copied their coverage page from somebody else.
Is Dammam the same regime as Jubail?
No, and the gap is wide. Dammam 2nd Industrial City is MODON: a landlord and licensor with the national environmental regime on top. Jubail is the Royal Commission acting as landlord, municipality, environmental regulator and permit authority at once, under its own regulations. Sixty kilometres apart, two different compliance jobs.
What we run in these places
Coverage is only useful attached to something. These are the divisions, each working to the same records standard wherever the site is.
Tell us where the site is
City, area and what is failing. A person replies with whether it is inside our reach, and says so plainly if it is not.
