SFDA licence readiness for food facilities
The document chain behind a food manufacturing or warehouse licence, assembled in the order the authorities actually want it.
- Application route
- Ghad, SFDA's unified electronic system
- Licence validity
- One to three years
- Gating document
- HACCP certificate from an accredited body
- Readiness review
- Two days, document chain and site
- Source
- SFDA investor licensing guide, February 2025
For a food manufacturer, an SFDA licence needs prior approvals from four or five other authorities, a HACCP certificate from an accredited certification body, testing at an SFDA-approved laboratory, and an application through Ghad. SFDA then inspects and issues an operating licence valid one to three years.

SFDA licence readiness for food facilities sits at step 3 of the readiness cycle. You receive an implementation plan with dates.
Where applications actually stall
SFDA is the last authority in the chain, not the first. Most delays happen two authorities upstream and only surface at the Ghad application.
Before SFDA sees anything, the file needs a commercial registration, an industrial licence from the Ministry of Industry and Mineral Resources, site approval from the municipality or from whichever authority owns your land, an environmental permit from the National Center for Environmental Compliance Monitoring, and a Civil Defence safety permit on the municipal route. Inside an industrial or royal city the site approval comes from MODON, the Economic Cities Authority or the Royal Commission instead, which changes who you are talking to and how long it takes.
Then two documents sit directly in front of the gate and are the two most often missing: the HACCP certificate from an accredited certification body, and testing at a private laboratory SFDA has approved. Plan both before the licence application.
One correction worth making. A lot of consultancy content describes an SFDA facility grading running from A+ down to D. We have not found it on any SFDA source. What SFDA's own guide uses is fee categories A, B and C, which set the annual inspection fee, and that is a different thing entirely. If a proposal you are reading leans on the grading, ask where it came from.
The chain, authority by authority
Every row is somebody else's approval. We sequence them and prepare what SFDA reads.
| Step | Who issues it | What it gates |
|---|---|---|
| Commercial registration | Ministry of Commerce, after an investment licence for foreign investors. | Everything downstream |
| Industrial licence | Ministry of Industry and Mineral Resources, establishment phase. | Site and environmental approvals |
| Site approval | Municipality or MEWA on the general route. MODON, the Economic Cities Authority or the Royal Commission if you are inside their city. | The environmental and safety permits |
| Environmental permit | National Center for Environmental Compliance Monitoring. | The Ghad application |
| Civil Defence permit | Civil Defence, on the municipal or agricultural route. | The Ghad application |
| HACCP certificate | An accredited certification body of your choosing. Named in SFDA's guide as a required document. | The licence itself |
| Laboratory testing | A private laboratory approved by SFDA, not your own in-house lab. | The licence itself |
| Ghad application and inspection | SFDA reviews the file, inspects the facility and issues the technical licence. | One to three years of validity |
What we prepare
The dependency map for your site
Your actual chain, because a factory in Dammam 2nd Industrial City answers to MODON and one in Jubail answers to the Royal Commission, and the two files are not the same.
A document register with owners and dates
Every approval, who applies for it, what it depends on and where it currently is.
The HACCP plan and prerequisite programmes
Built to be certifiable by an accredited body, since that certificate is the gating document.
The facility file SFDA inspects against
Layout and flow, hygiene conditions, worker health records, traceability, storage conditions and the recall procedure, indexed the way an inspector walks a site.
A mock inspection report
Run against the technical regulations that apply to your activity, with the findings closed before the real visit.
How we run readiness
- 01
Map your chain
Activity, product type, location and land authority. This decides which route the file takes and who the counterparties are.
- 02
Two days on site and in the file
What exists, what has expired, what was never applied for. Warehouses in particular carry rules most operators have never read.
- 03
Close the food safety gap
Prerequisite programmes, HACCP plan and the records that a certification body will sample.
- 04
Mock inspection
We inspect you against the applicable technical regulations and write findings the way an inspector writes them.
- 05
Application support
You submit through Ghad. We make sure the file is complete and the evidence behind each document exists.
One new plant, from empty file to Ghad
A new snack plant in Dammam 2nd Industrial City holds its commercial registration and industrial licence, and has nothing else in the file yet.
We map its chain first. The plant sits inside a MODON city, so the site approval comes from MODON rather than the municipality, and the environmental and Civil Defence permits follow from there. Every approval goes into one register with an owner on the client's side and the document it depends on.
The HACCP work is then scheduled backwards from the Ghad application. The certificate has to be in hand when the file goes in, and an accredited certification body will want to see the plan running with records behind it. So the prerequisite programmes and the HACCP plan are written while the permits are still moving, and cleaning, pest control, training and maintenance records start building before the certification audit is booked.
Laboratory testing with an SFDA-approved private laboratory is booked as soon as product samples exist. Before the application, we run a mock inspection against the technical regulations for the plant's products and the team closes what it finds.
The client ends up holding the dependency map for its site, the document register, the HACCP plan with its prerequisite programmes and records, and the mock inspection report. It submits the Ghad application itself.
Which facility are you
The rules diverge sharply between these, and the warehouse rules catch people out most.
A factory applying for or renewing a licence
The full chain applies, and SFDA's own guide sets the registration, licensing and annual inspection fees by fee category.
- HACCP certificate from an accredited body is a required document
- Testing at an SFDA-approved private laboratory
- Licence issued for one, two or three years
Storage, including storage for other companies
If you rent space to other businesses, each lessee needs its own SFDA activity licence applied for within thirty days of signing, the leased area must be defined, separated and not less than twenty square metres, and sub-leasing is not allowed. Neither you nor the lessee may package or label inside the warehouse.
- Notify SFDA of lease contracts by email within fourteen working days of signing
- Expired product moves to a designated area immediately and cannot sit there over a year
- A receipt and distribution tracking system, ready to connect electronically to SFDA
You hold a licence and something went wrong
An inspection finding is a deadline with a date on it. The work is narrower than a new application and the sequence is different: close the finding with evidence first, then fix the system that produced it, in that order.
- Correction, root cause and corrective action, evidenced separately
- Records are usually the failure, not practice
- Renewal is a good moment to fix a document set nobody has opened in two years
Straight answers
Do we need HACCP before we can apply?
SFDA's licensing guide lists a HACCP certificate from an accredited certification body among the required documents for a food manufacturer licence, so plan on holding it before you apply. Certification follows records from the system in use. You and your certification body set the pace.
How long is the licence valid?
One, two or three years. Warehouse tenants who do not own the premises are limited to one year.
What does SFDA charge?
SFDA publishes its registration, licensing and inspection fees in its own guide, set by fee category. Those are regulator fees, separate from ours.
Is our facility graded A+ to D?
We have found no SFDA source for that grading. SFDA's own guide uses fee categories A, B and C for the inspection fee. If somebody has quoted you work on the basis of a grade, ask them to show you where it is published.
Do you submit the application for us?
You submit through Ghad, because the applicant is the licence holder and it should stay that way. We prepare the file, check every dependency is closed and sit with your team while it goes in.
Does this cover restaurants?
Not this route. The chain above is for manufacturers, warehouses and distribution centres. A restaurant is licensed by the municipality, with SFDA setting the food safety and labelling requirements.
