Facility management in Jubail

Inside a Royal Commission city the landlord, the municipality, the environmental regulator and the permit authority are one body.

Jubail Industrial City is run by the Royal Commission for Jubail and Yanbu, which is landlord, municipality, environmental regulator and permit authority at once. Its environmental regulations apply in addition to national rules, and work inside the city runs under its permits.

Jubail is a separate regime from Dammam rather than a longer drive from it. We treat it that way in the mobilisation plan, because the access and permit chain is what decides whether work starts on the date we agreed.

The Royal Commission cities near you

01

Jubail Industrial City

Established in 1975, covering 1,016 square kilometres. Petrochemicals, refining, fertilisers, steel and industrial gases, plus the contracting and maintenance ecosystem around them.

02

Jubail 2

The expansion west of the original city, where the newer mega projects sit, under the same authority and the same passes.

03

Ras Al Khair

A Royal Commission city roughly 60 kilometres north of Jubail: an integrated aluminium complex, phosphate operations fed by rail from Al-Jalamid, a desalination plant and a shipyard. Same authority, same permit logic, different drive.

04

King Fahd Industrial Port

The industrial port on the city's coast. Port-side facilities add salt, dust and heavy vehicle traffic, which shorten maintenance intervals rather than change the methods.

05

SPARK, near Buqayq

King Salman Energy Park, around 50 square kilometres in four zones with development phased to 2035. Worth naming precisely because it is often described incorrectly: MODON issued SPARK's operating licence in 2021 and it is a MODON private industrial city, not a Royal Commission one.

What the Royal Commission regime means on site

The Royal Commission's four cities, Jubail, Yanbu, Ras Al Khair and Jazan, total 2,175 square kilometres. Inside them, one body holds the roles that four hold elsewhere.

SectorWhat they need from us
One authority, four rolesThe Royal Commission is landlord, municipality, environmental regulator and permit authority. A single body signs off what four separate ones would elsewhere, which is simpler and less forgiving.
RCER on top of national rulesThe Royal Commission Environmental Regulations apply in addition to national requirements, not instead of them. RCER-2015 volume two sets out the environmental permit programme, covering the permit to construct and the permit to operate. A 2025 edition has been published.
Passes and accessEvery person on the crew needs a pass and an induction before reaching the plant. Mobilisation planning here is access planning, and it is the step that slips.
Utilities through MarafiqPower, potable water, seawater cooling and wastewater collection and treatment for the city are supplied by Marafiq, which changes who you talk to about a utility fault.
Petrochemical site rulesHot work, confined space and isolation regimes on operator sites are stricter than anything a commercial building applies, and they belong to the operator rather than to the contractor.
Shutdown economicsTurnaround windows here are planned years out and cost more per hour than anywhere else in the province. A cleaning package that overruns is not a service failure, it is a production loss.

Questions before a Jubail mobilisation

Q01

How many plants are in Jubail Industrial City?

Nobody publishes that number. The Royal Commission reports investment and area rather than plant counts, and every figure you find online for this traces back to a secondary source. We would rather answer a question with no and be right than print a number and be copied.

Q02

Is SPARK part of the Royal Commission?

No. King Salman Energy Park near Buqayq is a MODON private industrial city and MODON issued its operating licence in 2021. It is regularly described as a Royal Commission development and that is wrong. If a contractor tells you otherwise, they have not worked in either place.

Q03

How long does access take?

Longer than people plan for, and it varies by pass type, by operator and by how complete the submission is first time. What we commit to is starting the access process the day scope is agreed rather than the week before mobilisation, and telling you honestly where it stands.

Q04

Do RCER requirements apply to facilities work?

They apply to the facility, so they reach anything we do that touches waste, effluent, emissions or chemical handling. The permits themselves are held by the operator, not by us. Our part is working within them and producing records that fit the operator's own reporting.

Q05

Can you cover Ras Al Khair from the same contract?

Yes, and the same authority logic applies. It is about 60 kilometres north of Jubail, which affects routing and response targets rather than the permit chain, and we will set the response target against the drive rather than against a brochure.

Q06

What does a first contract inside a plant fence look like?

Take an operator's administration building, canteen and workshop inside a plant fence, where the facility crew keeps losing days to expired passes and the kitchen extract has never been cleaned beyond the canopy. Pass applications start the day scope is agreed, with expiry dates on the vendor register and renewals booked a month ahead, and all work runs under the operator's permit regime. The hood, plenum and duct are cleaned in full after service, with unreachable sections reported. The operator holds a pass and induction tracker per person, a post-clean hood report and a monthly pack that fits its own reporting.

Start the conversation earlier than you would for Dammam. The scope takes the same week and the access does not, so the survey date is usually the real constraint.
