Facility management in Al Khobar
The head office city beside Aramco's Dhahran headquarters, where the buyer sits in Khobar and the work is somewhere else.
There is no Al Khobar industrial city. Khobar is the commercial and office half of the Dammam metropolitan area, next to Aramco's headquarters in Dhahran, and the facilities buyer here usually runs sites in Dammam, Jubail or on client premises.

Khobar, Dhahran and Dammam are one working area for us. If your offices are here and your plant is in Jubail, both sides sit on the same contract and the same monthly pack, but the Jubail side runs under a different permit regime and we say so up front.
What is actually here
Al Khobar appears in neither MODON's nor the Royal Commission's list of industrial cities, and no factory count exists for it. That is not a weakness in the city. It is what the city is.
Corporate head offices
Energy contracting, EPC, engineering consultancy, inspection and industrial supply companies keep their offices here while their work happens on somebody else's site. The FM scope is office, not plant.
Dhahran and the Aramco campus
Aramco's global headquarters is in Dhahran, and the corporate functions around it anchor the whole metropolitan area. Proximity is the reason so many supplier head offices sit a few minutes away.
Contractor yards and workshops
Between Khobar and Dammam sit the yards, stores and workshops that support Eastern Province industry. Fabric, cranes, compressed air, welfare facilities and fire provisions, on sites nobody treats as a facility.
Retail, hospitality and showrooms
The corniche strip and the malls. Multi-site retail FM with municipal inspection, trading hours and refrigeration as the asset that stops trade.
Staff accommodation and compounds
Staff housing and compounds in and around Khobar. Dispersed plant, resident-facing work, pools and grounds, and water storage records that nobody can produce.
The compliance problem here is different
A Khobar buyer is rarely answering to a landlord regulator. They are answering to a customer, and the customer is usually larger than they are.
| Sector | What they need from us |
|---|---|
| Aramco supply chain | Registration runs through Aramco's e-Marketplace on the SAP Ariba network, with the Supplier Code of Conduct, ERTQA for manufacturers of engineering commodities and background investigation for service contractors. |
| Site safety flowdown | The Construction Safety Manual, volume one for contractor safety administration and volume two for work site safety, is the contractual safety baseline on Aramco work, and it flows down to subcontractors. |
| Workforce qualification | Contractors participate in the Contractor Workforce Qualification Assurance Program, with technician evaluation by authorised third party institutes. |
| Local content | iktva has driven localisation since 2015. Aramco has announced it reached its 70 percent local content target and intends to reach 75 percent by 2030. |
| Premises requirements | For your own Khobar offices the binding parties are the municipality and Civil Defence, which is a far lighter load than an industrial tenant carries. |

Is there an Al Khobar industrial city?
No. MODON's Eastern Province industrial cities are Dammam 1st, 2nd and 3rd and Al-Ahsa, and Jubail and Ras Al Khair belong to the Royal Commission. Al Khobar appears in neither list and no factory count exists for it. Any website offering you one for Khobar invented it.
So why have a page for Khobar at all?
Because this is where the buyers are. The head offices of the contractors, suppliers and engineering firms that serve Aramco and the Jubail complex sit here, and their facilities problem is real: several sites, several standards, and an audit exposure that comes from their clients rather than from a landlord.
Is ISO 9001 mandatory for Aramco suppliers?
Aramco's supplier resources set out registration through the e-Marketplace, the Supplier Code of Conduct, ERTQA for manufacturers of engineering commodities, background investigation for service contractors and the Construction Safety Manual. Whether your category or your buyer asks for ISO 9001 is answered by the prequalification documents you are sent, so read those before anyone's checklist.
Can you support us on our client's site rather than our own?
It depends on the client's access and contractor rules. Where you hold the access and the permit regime, we work under it. On Aramco-controlled sites, Aramco's own contractor requirements apply, including the Construction Safety Manual.
Our offices are in Khobar and our plant is in Jubail. One contract or two?
One contract, two regimes. The commercial arrangement and the reporting are single, and the Jubail scope carries Royal Commission permits, site passes and RCER requirements that the Khobar scope does not. Pretending they are the same is how a mobilisation slips a month.
What does a multi-site contract run from Khobar look like?
Take an engineering contractor with a head office in Khobar, a fabrication yard in Dammam 1st Industrial City and staff accommodation, whose client's audit asked how it controls subcontractors on its own premises. The office runs on an O&M contract, the yard on an AMC with crane and hoist inspection dates tracked, and the accommodation on a hygiene and water scope. One vendor register covers every contractor across the three sites, with CR, insurance, competence evidence and expiry dates. The client holds one monthly pack with a section per site, and a register it can hand its own client's auditor.
Part of one system
Every division keeps records to the same standard, so the second one you need works the way the first one did.
Book a site survey in Al Khobar
If you run more than one site from a Khobar office, start with the vendor register rather than the maintenance. Knowing who has access to which of your sites is usually the finding.
